Higher education promotes economic development through the research, but first and foremost through the learning that leads to an increase in competencies. The policy question is how to organize higher education so that the increase in competencies is maximized. Such organization might imply differentiation between more and less research intensive universities, funding based on output measures, while university autonomy has to be the leading principle.
